Official letter 2154/CT-TTHT dated 06/05/2019 of Bac Giang Tax Department regarding the invoice issuance when selling sample products as follows:

In case the Company has tried to sample products and sold them to customers, the Company must make invoices when selling samples. Sales of products are sample products that apply tax policies like selling ordinary products
